This page features a set of educational materials designed to support learning and capacity building on Integrated Climate and Energy Planning (ICEP). The training package consists of three downloadable modules in PDF slide format: Module I introduces core ICEP concepts, Module II includes five slide decks covering priority themes for local climate and energy planning, and Module III focuses on financing strategies.

The materials are intended for use in structured training settings such as workshops and webinars, as well as for self-paced learning, internal capacity building, and peer-to-peer exchange among municipalities.

Module I

Foundations of Integrated Climate and Energy Planning (ICEP)

Module I introduces the purpose, structure, and policy context of Integrated Climate and Energy Plans (ICEPs). It presents the fundamentals of ICEPs, their role in supporting local implementation of EU climate objectives, and their alignment with key policy frameworks such as SECAPs, NECPs, the European Green Deal, Fit for 55, and the EU Climate Law. The module also covers the main planning steps, governance and stakeholder engagement processes, the five thematic pillars of the LOCAL GoGREEN project, and practical insights from local best-practice examples.

Module II explores five priority areas that are central to effective local climate and energy planning and aligned with EU climate objectives. The module consists of five dedicated training slide decks covering sustainable transportation and e-mobility, energy efficiency of buildings, renewable energy generation, land use planning for increased carbon absorption, and waste-to-energy and the circular economy. Together, these thematic pillars provide municipalities with practical guidance, policy context, and technical insights to support integrated and inclusive planning at the local level.

Module III

Financing Strategies for Climate and Energy Actions

Module III equips municipalities with the knowledge and tools needed to assess financing options, evaluate project cost-effectiveness, and identify suitable funding pathways for climate and energy initiatives. The module introduces key financial concepts and evaluation methods, reviews traditional and innovative financing mechanisms — including ESCO models — and provides an overview of relevant EU, national, and regional funding opportunities. It also offers practical guidance on aligning financial planning with ICEP implementation and strengthening funding applications through sound economic analysis.
